CenturyLink DIY Fiber Hookup

This may not be the correct forum for something like this, but I am looking to install fiber across my property to a fiber route that is roughly 100 yards away. Currently, my only option through CenturyLink is 1.5 Mbps DSL and they will not fill me in on any future upgrade plans in my area. There are two fiber routes that run in parallel, one on each side of the highway. From what I can tell, the underground one, closest to my home is marked MCI (Verizon). The other is mounted on the utility pole and is directly across the highway. I'm not sure who owns/leases on that line. I have been in contact with various providers of dedicated links, but they are not affordable at all ($700+ for 10M symmetrical) with them covering the construction costs and a 3-year contract. My question is, can I bury my own fiber across my property to the nearest junction box and would CenturyLink hook me up to the fiber network for anything better than DSL for residential rates? I can never get answers out of any techs there, due to the nature of the request I assume. Also, since the MCI line is closest, would Verizon let me hook in for more residential-type pricing even though they are not my local phone provider?
