Centurylink sold dsl service, but local engineer says perm exhaust

Gentlemen, I had a new house constructed for my family at [Removed]Rustburg, VA 24588. I was contacted by Centurylink before the house was completed. Centurylink saw my location and offered me a bundled package of telephone, dsl and direct tv service package. I stated that one neighbor did indeed, have their dsl, but another did not. The neighbor that did not have dsl was told by the local area engineer that the box was full-i.e. permanent exhaust. Even after I told that to the Centurylink sales guy, he said "his" engineers could see that there were still unassigned addresses in that box (a dslam box built in 2012 by Embarq, located about 7000 feet from my house on Browns Mill road). Now my house is built and the local techs and engineer refuse to take my calls even though I have repeatedly left my number and had them paged through all the customer 1-855 numbers for Century link operators (who have been very kind, by the way). They will not allow me to have dsl and I have a Centurylink router/ modem in my house, not in use. My wife is an on-line STEM professor and requires internet to teach. Is there anyone that can reprimand the local techs/engineer or give me a way to go over their heads to get the same Centurylink dsl my neighbor has who says it works "great". There are obviously ports in the dslam not in use. Centurylink has even told me that. Why won't these guys open the box and assign me an address? There are only about 45 houses near the dslam box. Please, can a centurylink person come to my rescue?
