Prism/fast internet disappeared from map?

They ran fiber down the side of the highway. They installed cabinets on top of the fiber. They ran fresh wire (or fiber?) down the street, and then they made prism and something like 800mbps service available? Inquired at that time (2011) and chat rep said it was an experimental product. At that time it wasn't needed. Now it's needed. My dad is retired and my mom is disabled. Time to upgrade. Check availability and 10x3 DSL is all there is. I go back and look, and the cabinets are gone other than the concrete slabs. Anybody ever see this happen? It appears the fiber run, all of it, was a purchased by a local private network provider called "Unite Private Networks". Their websites indicate they connected multiple public schools with a 10gbps fiber network? Did they somehow acquire the fiber from CenturyLink? The telephone service is static, the DSL behaves accordingly, and now there is completely non-utilized fresh copper (or fiber?) buried on the opposite curb from the house. I don't know how centurylink was offering that service unless it was maybe through coaxial cable or high bandwidth availability due to low population density. I don't suppose my dad has a way to whine and complain to either the company that bought the fiber or Centurylink whose reason for installing what looked like DSLAM and VRAD stuff, and then having it gone in 36 months, is unknown. Do they have local engineers that know this stuff?
