Limited upstream bandwidth

I recently upgraded from 25/2 to 40/5 in Columbia, MO. I'm getting close to 40 Mbps down, but still only ~2 Mbps up. I have a C1100Z modem in bridge mode and ran the speed tests directly hard wired to the modem. There's a dedicated cable run from the NID to the modem. The modem status page says that it's connected at 43/6. I'm not sure how reasonable the signal quality and error rate values are. Would the modem lock at 6 Mbps if there were signal quality issues? Could CL have an incorrect throttle set on the connection somewhere?
