I've posted on this before, but I think I've zeroed in on the problem and it must be the ISP (CenturyLink) or the router (ZyXel c1000).
I can always get remote desktop to work inside my network, and it has worked intermittently from outside my home network. Port check tools are showing the ports I have forwarded as being blocked, although it has occasionally shown them as open. I called CLK technical support and they told me there is no way they can help me with this. I'm not sure what my options are at this point. Could it be the router? Any suggestions appreciated. My setup is just the CLK router, and a couple of PC's. I've used remote desktop for years, but very little at my present location.
