Training at lower upload speed, lots of near end CRC errors.

So I just recently got CenturyLink out here to install a new NID on the back of my house after being on a temp line for over a year. Things were going swimmingly for first few weeks, but in the last couple days my internet has started feeling sluggish. I checked my modem stats and discovered my max upload speed has been capped at around .60mbps now instead of the former .75, and I'm getting far more near end CRC errors than usual - I'd normally see maybe a couple a week, now I'm getting several dozen per day at a minimum. What's going on here? I went and checked where the inside wiring connects to the NID, and the line doesn't look to be damaged. My line stats don't look to have changed from when everything was fine a couple weeks ago. It did look like the modem retrained a few times during a rainstorm last night, which hasn't ever happened before. Do near-end CRC errors mean inside wiring, or could it be a problem between my house and the DSLAM? I'm not sure what the terminology means exactly. edit: also, my download speed is training at 20mbps now. I can't remember, but I'm pretty sure it was training lower than that before. We're only supposed to have 12mbps max available in my area, which is what I pay for. Is it a modem problem? edit2: so, rebooting the modem doesn't matter, it won't train any higher than .60mbps upload now. Did they cut my upload speed at the DSLAM?
