Help trouble shooting intermittent packet loss spikes

I'm getting what appear to be intermittent packet loss spikes, lasting probably 5-7 seconds per occurrence. I'm calling it PL spikes because when it occurs during gaming, it doesn't just cause a lag (ping spike), but it seems to cause a complete disconnect from the server (as well as an interruption in the Skype conversation which is happening simultaneously). Further information: - Generally seems more common around 8-11PM (CST) - Ping is fine just before the spike, and fine just after the spike. It's just that all the sudden packets just don't go anywhere. - Line stats: -- SNR Down: 13db -- SNR Up: 10db -- Attenuation Down: 49db -- Attenuation Up: 30db So far I've switched modems and still have the same problem. Is there any good way to figure out if this problem is due to my end vs due to the CL end?
