.7mbps on a 10mbps service

So the other day I was at my (elderly) parents house wiring it with cat-6 cable. Their internet has always been slow. When they got it years ago they were on the 768k tier. So I told them I would call and see what kind of packages were available with a higher speed. I was shocked to find out that they have been on the 10Mbps service for the last 2 years. Shocked because it has never run faster that the 768kbps that they originally had. Now I'm just starting to go round and round with Centurylink. At first they said that the modem was the problem. I've never messed with DSL, never had it. They wanted me to rent one for $7 a month or buy another modem from them for a hundred dollars. I went & bought my own online. I set it up and the results were exactly the same. hitting .7mbps down & up. The lines in the house are all new. The line to the box outside the house was fine. (checked with an ohmmeter) Now they have a tech coming out today sometime between noon and 7pm. Has anybody ever had this extreme of a disparity in their subscribed service and service received?
