Howdy, we are located in Bountiful, UT and have CTL 1.5 Mbps service associated with Dry loop number [Removed]. We served by the DSLAM (Or whatever it is called) located at 1676 Mueller Park Rd, Bountiful, UT 84010. My understanding is this DSLAM is ONLY serviced by multiple T1's so we are NEVER going to get any faster speeds than 1.5 Mbps (True?). However there is another DSLAM located at 1284 Mueller Park Rd that according to the TECH's has FIBER to it. It is only 1/3 mile between these 2 sites and I believe only 2 intersections to cross.

So, my questions:
1. We use a 3rd Party ISP (XMISSION) as our ISP and NOT CTL, is that forcing us to be limited on Speed? I've heard comments that CTL will only let 3rd party ISP's have 1.5 Mpbs speeds.
2. Is there any way we can get any faster speeds out of CTL based on what we have now? Or again, we are limited to the T1's that feed our DSLAM? Is it possible to BOND multiple lines together to get 1.5 + 1.5 speeds? I think our DSLAM may be CONGESTED because there have been times that while it has been trained at 1.5/.896 that we are only getting 8xxKbps on a SPEEDTEST.
3. Any suggested strategies on approaching CTL on convincing them to upgrade this DSLAM? Our neighborhood is an affluent neighborhood and I'm just shocked that 1.5 Mbps is all we can hope for but yet 1/3 of a mile away they are getting 40/20 Mbps (See service address: [Removed] Bountiful, UT 84010).
4. There have been several people in our neighborhood approach me as they know I'm trying to research alternatives. So it is just not 1 squeaky wheel, but probably several.
5. We are NOT able to get CABLE (COMCAST) as when they ran the hardline in our area our house and our neighbors (we share a driveway) were never serviced. In contacting COMCAST their last bid was for almost $7000.00 to installed HARDLINE and a pedestal to our house and neighbors and i'm just not ready to give them $7K for the privilege of giving them $65/month and being subject to their rate increases and services. We have also looked into several WISP's and we live in a narrow canyon and none of them are in line of sight. I have approached 1 company (WEBWAVE INTERNET) and while they were initially receptive about putting a repeater antenna at the house across the canyon that can then see the rest of the valley, they have been pretty unresponsive, never return phone calls etc.
6. Any suggestions on WHO/HOW to approach others that may be helpful? Canvas the neighborhood requesting signatures on a petition? Approach Local City? State? State PSC? It just makes me upset that The CTL/QWEST merger was approved on the basis that so many improvements were going to be made but yet NONE have happened! At least not in our neighborhood.
