Monkeys working the billing department?

We've had service for a couple months now. Connectivity is great. Impressed. However both bills we've received were both disconnect notices. What's going on over there guys? We signed up for a $38 a month account (I've got all the screen shots of the sign up process to prove it) and both bills have been $100. When the heck am I going to start seeing a $38 bill?
