Stagnate/Degrading Rural areas

I moved into a small very rural town 3 years ago. I immediately signed up for CenturyLink because my landlord told me I was not allowed to install Spectrum internet (he didn't want any holes, etc in the house). Thankfully CenturyLink offered 60/5 so I was mostly happy (although the backhaul was definitely oversold because during peak hours I was lucky to see 1/2 of that.) Fast forward to today, I now own a home about 1/2 mile away. When I moved I was forced to downgrade to 25/2 because the old copper lines that went under a bridge were not able to support anymore than that. Again the backhaul was terrible and during peak times I was lucky to see 5/256k and a lot of times it was under 1mbps download. I switched to spectrum and while their download speeds are consistent, I am getting really tired of their constant raise the rate game so I called CenturyLink back thinking that its been long enough (the bridge was rebuilt and supposedly according to a local tech the aging lines under the bridge were replaced). I'm still only able to get 25/2 and in fact they downgraded what the house I was renting is able to get to 25/2 as well. So my question is this...What the heck has CenturyLink been doing for the last couple of years? It seems to me that they are ignoring rural areas. Its too bad because if I could get it I would sign up for their 100/30 service (and save some bucks as well). My dream is that they call me (I signed up for upgrade notifications) and tell me that FTTH is available because I love the idea of symmetrical gigabit for $65/mth. Are there any ISP's that really are upgrading rural areas? I know my options are limited to what is available right now but I really want more options.
