[CenturyTel] Technical differences between residential and business (fiber SEA)

This is a recently-installed FTTH residential service in West Seattle. Absolutely no complaints about the service itself at this point. I'd like to know the following, if anyone has information .... 1. I'd like to obtain static IPs at some point in the future. After a few calls into CL and speaking to at least three different tech support departments, I'm reasonably sure this simply isn't offered with residential service. The claim is that with fiber service, at least in my area, a business-class account is required to set up a static IPs. Can I assume this is legit? Most of the representatives, while they told me no, seemed a little confused about the request. Should I push them on this or is this a hard limitation on residential fiber in my area? 2. There are significant fluctuations in speed. I don't (yet) have hard data, but my observation and memory tells me it varies from ~500Mbps to 940Mbps, both down and up. Up is usually higher and rarely goes below ~700Mbps. Again, I have no complaints as this is far and away faster than all my previous experiences with residential internet speed. As well, I've seen plenty of stories about others' experiences with CL fiber service and horror stories of far-less-than-advertised speeds. So my speeds here are hardly problematic. With that said, of course I'd like to optimize where I can. With my plans for future home network and applications projects, I'd love to see if I can get less fluctuation. So long-story-short, will business service improve this fluctuation? i.e. will it get me (relatively) dedicated bandwidth? Thanks so much for any information you all may be able to provide.
