[Embarq] No room at the inn

For the past year when inquiring about faster service in a rural area (I'm currently at 10Mb), I've been told repeatedly that I could not get it "in my area." A month ago I discovered that my next-door neighbor signed up for new service and got 25Mb, so I promptly called CL to upgrade. They took my order and a tech came out, but was stymied by the Central Office. Even though my location is 800 feet closer to the cabinet, apparently there are only two VDSL cards in the cabinet, and both are maxed out. The tech had no insight on if/when CL might decide to add a card so that they could switch me over and get faster speed. I've since called and talked to a number of different departments within CL to see if I could get a contact with the local CO, but no dice. My job is entirely remote and Internet is vitally important. So I have a few questions: 1. Is what I was told making any sense to you? 2. If so, can you recommend a path for me to take to ask the CO to reconsider/commit? 3. What job title would a decision-maker hold in the Central Office? 4. If not, what terminology should I be using instead to make the situation more clear? Many thanks in advance!
