High latency, random disconnects

For the past 5 months, I've been getting annoyingly high ping from 7pm-10pm. Usually it would sit around 150-200 ping. CenturyLink consistently gave different answers as to why, and never any fixes. However, recently the high ping has been happening randomly throughout the day (and consistently around 300 at night), and sometimes sitting around 1000-3000 ping for periods of around 15 minutes. Sometimes the internet will randomly stop working entirely. I used to get around 30-50 ping. I've complained to CL about this for months, yet they say the line is stable, and that our modem is fine. We have 20mbps down and .8 up, though they randomly upped our download speed to 30mbps up a couple days ago, after saying they would do it a month ago to 'make up for the slow speeds'. I live in a rural area. I assumed the high ping was originally from high activity since we get a lot of people living here over the winter, even though I've had CL for years and this has never happened before. Now winter is over and the extra residents are gone, yet the high ping has only gotten worse. Recently a new ISP came here offering fixed internet, with 100mbps down and 33mbps up, and it's really tempting to switch. The ping sometimes sits around 40, but will randomly jump to 150+ throughout the day. I have no idea why this is happening, but it's really tempting to switch providers right now, since CL hasn't given any answers or fixes in sight.
