I live in Goodyear which is right outside of phoenix. I have the 40/5 plan. I get my full download and upload speed with no issues until 8pm hits. Once 8pm hits things are very slow, i mean between 5 - 9Mbps download. Then around 11pm things get back to normal. Clearly this is due to congestion but is there anything I can do about this?
It is not my hardware, I have a wired gigabit connection from the modem to my computer. I have tried different phone jacks in the house and also used 2 different century link modems. I have called tech support a couple of times and they gave me that BS, restart your modem, computer ect.... They have even sent a tech out once and he said the line looks good no issues, however that was NOT at 8pm, that was during the day.
It seems like network congestion during that time, but is there anything I can do about it?

EDIT: I have also tried a VPN at these times thinking they may be throttling for some reason, but the VPN speeds are a little worse that regular speeds so this is not the issue
EDIT 2: Also another side note. It seems like CL is doing some QOS stuff. As mentioned above I get 5-9Mbps however on certin sites I get my full 40Mbps speed. These sites that work perfectly at this time are anything google related, netflix and Steam downloads. There might be others but the vast majority are slow.
