Internet randomly stopping but not retraining.

Hi. I've done everything I can think of and CTL support is being beyond useless. Basically, I mainly use my internet for gaming and since Battlefield 1 came out last week, I've noticed a lot of lag in that game. So I ran some 24 hour ping tests and noticed spikes of over 3k ms. Now over the last few days, I've noticed that my connection to Xbox Live stops completely every few hours for about 30 seconds. It kicks me offline on all devices, so it isn't the Xbox. All of the lights on my modem stay lit and my modem logs show no retrains. TL;DR summary: Problems: -High consistent ping spikes. -Game lag. -Disconnects from the internet. -Modem lights stay green, no retrains. -Devices slowing to a crawl and massive ping spikes when doing something that loads a lot of stuff. Xbox Store and Bing images on different devices. What I've tried: -Power cycling. -Hard resetting. -Disabling WiFi. -Using a different modem. -Calling CTL. Rep said my stats were great, even while I had a massive lag spike while we talked and he said a few thousand dropped packets in a week is normal, so I just hung up. -Modem is a C1100Z. Also tried my old PK5001Z. -Barely over 1000 feet from the DSLAM. Does anyone have any ideas as to what the problem may be? This is driving me insane and since CTL outsourced their tech support, they've become useless.
