[CenturyTel] DSL disconnects

Hi. I live in rural Colorado and have a 1.5/898 Centurylink dsl connection which has been having disconnects. When it disconnects I use the dsl modem/router utility which reports everything works but that the dns fails. I got a new Zyxel c1100z modem and had a service call. The technician said that all was good at my end but that the local connection for the neighborhood was maxxed out. He said he moved my connection to a different port. He said it was connected on that end by bundled T1 lines. He also said I could get a dedicated T1. I am still getting disconnections but sometimes it works well for long periods. Rebooting reestablishes the connection. So my question is what I should do next. I'm fine with the speed I have but I don't want to live with the drops. Is there anything I can say that will get Centurylink to upgrade the link? The tech did not seem hopeful. Does my problem have anything to do with dns? Would a static ip address on my end solve it? Would a T1 connection really be more reliable if runs through the same equipment? Thanks.
