What would cause 40/5 to sync at 40/3?

So i've had 40/5 service for a little over a month now and after a few days of disconnecting jacks/reconnecting them i was able to pull 40/5 just fine, a month later my connection is still solid, just after a power outage last week i am connecting at 40/3 again. I cannot get to my actual junction box since i'm in a condo but would i be better off just paying for a service call to see if CL can resolve the issue?
