10mpbs service seems to be 'governed' to 1.5mbps?

On October 26th, I upgraded my service from 1.5mbps to 10mbps. The attached image is the best speed test I have ever gotten since the upgrade. The download speed shows little or no improvement since the upgrade. Most speed tests show a pretty consistent limit of 1.5mbps (very flat line on the speed test). The only time my speed seems to exceed 1.5mbps is when service momentarily dips below that bandwidth. This behavior would lead me to believe that my connection is being 'governed' at 1.5mbps. Am I right or there other technical reasons this could occur? I have connected the modem right at the network interface and that doesn’t improve things. I have also tried my modem at my next door neighbor and gotten much higher speeds so I think that rules out my hardware as the culprit. DSL modem statistics: Download -connection speed 9439kbps -signal to noise margin 17.4db -line attenuation 32.0db Upload -connection speed of 895kbps -signal to noise margin of 16.5db -line attenuation 22.2db
