[CenturyTel] Packet loss is apparently normal

So I've had three techs come out to my house and tell me nothing is wrong. The last one told me packet loss is normal. Today I called up them up. Tech told me there was nothing wrong. I augured for the past 30 mins had him pull up old tickets. I than instructed him to view the drops from today. He told me the last last 6 hours there was only 3 drops. I told him in the past 1 1/2 hour there was atleast 6 drops. He than agreed yes I see the 6 short drops. He offered to send a service tech out. I said no. I want to speak to a manger. Asked to speak to a manger I was than hung up on and never got a call back with my callback number. I would never recommend centurylink to anyone.
