What are the chances a GPON port is over subscribed.

Hello, So I have not had to deal with being on a line that is oversubscribed in a long time. I recently moved over to CL in a newer sub division that has GPON service. The connection is great in the mornings and early afternoon. As the kids start to get home from school my packet loss increases to the point the connection is not usable. I thought it was more of a fiber issue, but not seems like it is something else as it works great part of the day and then degrades as more people are probably using it.
