How to calculate maximum rates possible?

Hello, all. Everything I've read seems to indicate that my provisioned rate is at least ½ of what I'm capable of. I'm currently at: DSL Downstream: 5.174 Mbps DSL Upstream: 0.918 Mbps But when I bought my new house, (Qwest) told me 20Mb was also available, and 40Mb was coming. This was 3½ years ago. Obviously, it's CenturyLink now. Anyway, here's my current signal strenth: SNR: 20 dB 17 dB Attenuation: 37.0 dB 17.0 dB Power: 21.5 dBm 12.3 dBm Is there a calculator, or equation to use to determine the maximum rate? Thanks! EDIT: It just occurred to me I forgot to add that I'm on POTS (single pair), and ATM.
