I'm trying to get 10mbps download.

I had a tech come out for an unrelated issue and I asked him what speeds my line would support. He tested it and said I should be able to get 10mbps.
I called and CSR says 6mbps is max their system lets her do. She put me on hold and talked to someone who told her that the terminal I'm connected to only supports 6mbps(not true as a neighbor who connects to the same terminal gets 10mbps).
I called a second time and CSR said after looking in to it that it wasn't a terminal issue or a line issue, but that 'national' wouldn't give her the go ahead to raise the speed. She transferred me to tech support, who was confused, and said that they show that I'm provisioned for 10mbps down and 1.2 mbps up, and if I'm not getting that speed, then she can send out a technician. I tried explaining to the support agent that even if I'm provisioned at 10mbps, I'm capped at 6mbps by CL's system, but she just kept going back to 'if you're not getting the provisioned 10mbps, I can send out a tech to look at the problem.'
I don't think it's an over-saturated central office because if I put in an address just down the street, it shows 10mbps as available.
I guess I need some help on how to exactly describe what I need them to do.
